Update:Police released information Tuesday afternoon saying Rafael Garcia may have fired at least one round from a weapon during this morning’s harrowing domestic incident. Police also said that Garcia is a deputy U.S. Marshal, assigned to New Jersey. The victim today is described as Garcia’s 44-year-old girlfriend. Her injuries are “non life-threatening.” Garcia has been charged with first-degree assault, first-degree criminal attempt to commit assault and criminal attempt to commit assault on a police officer. The state’s highest court has ruled Lowell school officials can’t fire a teacher who failed two English fluency tests. The Massachusetts Supreme Judicial Court said a lower court could not overturn an arbitrator’s decision in favor of the teacher, Phanna Kem Robishaw. Robishaw began teaching in the Lowell public schools in 1992 after fleeing the Khmer Rouge regime. She was one of five teachers at her school of Cambodian birth, where nearly half the student population was Cambodian.... ....Robishaw had four state teaching licenses but failed the English tests in part, she said, because she was suffering from post-traumatic stress.

HUNTINGTON W Va.- West Virginia University assistant coach John "Doc" Holliday has signed a 5-year deal to become Marshall University's new head football coach. HUNTINGTON, W.Va. (WSAZ) -- An investigation is underway after a Marshall University student was found dead in a dorm room Monday night. It happened just before 11 p.m. in the Twin Towers West dorm on MU's campus. We're told the student was male.
